What is the Opportunity?
Intimate knowledge of U.S. Regulations governing deposit operations is a MUST. First Line (1LOD) knowledge should include payment processing, card operations, business and consumer banking & lending laws.
Minimum 2 years of branch or deposit operations experience. Previous experience in a branch setting is preferred.
Operating within the first line of defense (1LoD), this role will support the Chief Operating Office (COO) through the monitoring, testing, enhancing, and sustaining an effective Risk and Control environment through quality assurance related routines in accordance with RBC Bank’s Risk Management and Compliance Frameworks/Policies/Standards and US Regulatory requirements. The role will continually perform quality assurance routines and support remediation of self-identified and internal audit issues. In addition, the ability to identify root cause and solution through various means such as process optimization, automation, training, or identifying appropriate QA routines. The preferred candidate will possess many of the previously mentioned qualifications in addition to issue and change management experience.
What will you do?
Quality Assurance Oversight
Develop, and implement quality assurance monitoring routines to ensure compliance with policies, procedures and workflows
Identifies root cause of process and control gaps and develops remediation plans that address both immediate and more systemic causes
Reviews audit, regulatory and client experience issues to develop and communicate risk themes and solutions to the
Ensures the vision, operations and capabilities of the Operations QA risk and controls execution reflects RBC Bank’s Regulatory and Audit expectations
Collaborates across Operations to develop solutions to achieve highest value of return and effectiveness and promotes a risk aware culture and communicates best practices to business and IT contacts
Identifies root cause of process and control gaps and supports the development of remediation plans and oversees timely execution.
Assists with risk assessments to identify potential or emerging risks (e.g. complex or manual processes, lack of appropriate procedures and/or training, automation opportunities, unclear accountabilities, weak management oversight, etc.).
Adopts a continuous improvement mind-set to proactively identify optimization, automation and streamlining opportunities to identify unmitigated risks and areas requiring further strengthening.
Risk Management, Compliance, and Internal Audit Engagement
Monitors control updates and to ensure alignment with published guidance and to ensure control design and effectiveness for Operations to ensure key risks are identified and mitigated
Assists with Regulatory support during Compliance and internal Audit exams and other continuous monitoring activities
Supports collection, review and response of all materials requested by auditors
Assists with annual risk assessments
Performs quality monitoring for user acceptance testing for systemic and workflow changes
Maintains knowledge of all U.S. Deposit Operations and Consumer Lending , including but not limited to Reg CC, Reg DD, Reg E, Reg B, FCRA, etc.
Tracks Regulatory Compliance proposed and final rule changes for Consumer Banking Operations
Third Party Management
Assesses risk of third-party suppliers relative to services provided and performance and develops and executes remediation plans to ensure business needs are being met
Policy and Procedures
Assesses and proactively enhances the quantity and quality of procedures to ensure they support effective and efficient execution of tasks and activities
Oversees updates and ensures engagement of the procedure analyst for timely updates or creation of new procedures as processes and capabilities change to support effective training, adoption and change management
Assists in development of training materials and maintaining training calendar for Operations.
What do you need to succeed?
Must-have:
Minimum of 2 years direct experience with U.S. retail banking and consumer lending laws and regulations
Must have experience in First Line of Defense (1LOD) within a U.S. banking environment
Strong understanding of risk and control frameworks, particularly how controls mitigate process-level risks
Experience in issue remediation, policy/procedure implementation
Exceptional writing and editing skills
Experience in issue remediation
Goal-oriented, with a consistent ability to meet timelines and deliverables in a fast-paced environment.
Detail-focused, with keen critical thinking and problem-solving skills
Ability to work independently while collaborating across business units
Self-Starter, willingness to take the initiative
Proficient in Microsoft Outlook, Excel and Word applications
Nice to Have:
HMDA and Regulation B experience
Ability to analyze problems holistically, identify underlying risks, and propose creative, compliant solutions
Strategic and investigative mindset with ability to think creatively
An understanding of US Real Estate Lending Laws
Prior experience supporting Business Banking teams
Project management experience, particularly with system enhancements.
